"Sick Time is Tip of Iceberg"

HAVERHILL, MA, July 16, 2008 - It took the City Council to uncover what appears to be sick time abuse in parts of the School System and some Municipal Departments. On the School-side, the Mayor, as School Committee Chairman, should be holding the School Superintendent's feet to the fire on such matters, without intervention from the City Council. For the City-side, the buck stops at the Mayor's office as the CEO of the City. That's how the private sector and effective City governments work. The Administration should be on top of this in a timely manner; it is not the intended role of the legislative branch.

One particularly disturbing aspect of this is that the Public Works Department employees were identified by the Mayor as abusing sick time, along with the Fire Department. Considering the alleged abuses in the Public Works Department which came to light early last year, it is unconscionable that it would take the supposed abuses of the School Department to trigger the Mayor's determination that there may be sick time abuse in the Public Works Department.

As Mayor, I would immediately implement a proactive performance management system, with appropriate accountability across the City. I will have timely reporting on the status of performance indicators, including productivity and sick time use. Consistent monitoring will insure that abuses and negative trends such as the alleged Public Works Department scandal do not occur. Further, I will establish performance objectives for each Department, such as the desired emergency response time by Police and Firefighters for each neighborhood and also establish performance objectives for each employee, making it clear when individual abuses occur and not casting all in a bad light.

My campaign has just begun to help formulate a flexible long range plan for the City, which will seek broad citizen, business and elected official participation, to include a performance management system. Your city government will be accountable with measurable results. Haverhill's taxpayers deserve the greatest value at the lowest cost and that's what you'll get in a Michitson administration.
